For out client EC we are looking for IT Project Manager – Scrum/Agile
1. DESCRIPTION OF THE TASKS
Following tasks will be performed by external service provider:
• Give proposals for project strategies, planning, definition of tasks and deliverables, review of project deliverables, quality control, risk analysis and management, status reports, problem reporting and management systems, follow up and organization.
• Guide the team in charge of project activities and review their deliverables.
• Participate to reviews, and other Scrum-related meetings and ceremonies.
• Participate in functional working groups and progress meetings.
• Estimate costs, timescales and resource requirements for the successful completion of each project to agreed terms of reference.
• Prepare and maintain project and quality plans and tracks activities against the plan, provide regular and accurate reports
• Ensure that delivered systems are implemented within these criteria.
• Manage the change control procedure gaining agreement for revisions to the project from project sponsors. Provide effective leadership for the project team ensuring that team members are motivated and constantly developing their skills and experience.
• Perform risk management and act proactively against project threats.
• Manage Issues, Changes and Decisions and document them thoroughly in the project logs.
• Produce Business cases, Vision documents, Project Charters.
• Interaction with the Product Owner, business analysts, customers, users, team coordinator and developers.
• Propose solutions by combining IT tools and business process refactoring or improvements based on an in-depth understanding of a specific business domain.
• Working with EU legislation and extracting requirements from legal documents.
• Support in transitioning from Project to Operations

3. Specific Expertise
Following specific expertise is mandatory for the performance of tasks:
- At least 5 years of recent experience performing project management (Project Scheduling, Performance Tracking). (Minimum competence level 4) (Only valid for experience happening from 2014 on)
- At least 3 years of recent experience in Agile acting as a Scrum Master or as Project Manager. (Only valid for experience happening from 2014 on)
- At least 3 years of specific expertise in project status reporting
- At least 3 years of recent specific expertise in Project Management Tools (e.g. MS Project) (Only valid for experience happening from 2014 on)
- At least 3 years of experience in Functional Decomposition or Product Decomposition.
- At least 5 years of experience in BPMN or UML or other with equivalent value.
- At least 3 years of recent experience in Agile toolbox (e.g. JIRA, Confluence, BigPicture, Balsamiq, etc). (Minimum competence level 3) (Only valid for experience happening from 2014 on)
- At least 3 years of recent specific expertise in software development projects (Only valid for experience happening from 2014 on)
- At least 3 years of specific expertise in producing Business Cases, Project Initiation Documentation or Project Charters describing the project justification, budgetary constraints, scope and etc.
- At least 2 years of experience in producing Business Cases or Project Initiation Documentation
or Project Charters describing the project justification. - At least 5 years of experience in analysis/modelling tools and techniques (use case diagram, state diagram, entity relationship model, interaction diagrams etc.).
• Experience working with EU legislations and extracting requirements from legal documents is an asset.
4. Certification and Standards
• PM2-Agile certification (the consultant will be required to get this certification at the latest during the first contract; the time spent in the training or exam cannot be invoiced as working time)
• Project Management Professional (PMP)
• PRINCE2 Foundation / Practitioner
• PM2 certified – Level 1
• Professional Scrum Master (PSM I or PSM I and II)
• Certified Scrum Master (CSM)
5. Service Delivery
- • The services shall be performed remotely in Near-site location allowing to reach the Commission
premises in Brussels within 2 hours.
• Laptop will be provided by the Commission.
• The external service provider may be requested to participate in the meetings with the Commission’s
services in Brussels (and exceptionally in other locations).
