For out client EC we are looking for Business Analyst
1. DESCRIPTION OF THE TASKS
In line with the objectives above defined the consultant is expected to carry out the following tasks:
a) Management of information and technology systems to support the work of the Human
Development Section, including management of databases, implementation monitoring tools,
information sharing platforms;
b) Delivery and dissemination of knowledge management materials related to regional human
development programmes within INTPA.A2 and for EU Delegations in Sub-Saharan Africa and
other INTPA Services.

c) Provision of expert advice and assistance in the field of regional programmes for Sub-Saharan
Africa on education, skills development, youth and culture, with a focus on the digital components
of these programmes;
2. KNOWLEDGE AND SKILLS
The following skills and knowledge are required for the performance of the above listed tasks:
• Very good communication skills with technical and non-technical audiences;
• Analysis and problem solving skills;
• Capability to write clear and structured technical documents;
• Ability to participate in technical meetings and good communication skills;
• Ability to work in an international, multi-cultural environment;
• Rapid self-starting capability and experience in working in team
• Excellent critical thinker, by using logic and reasoning to identify strengths and weaknesses of
alternative solutions
• Excellent communication skills, and experience in developing relationships with complex
stakeholder communities and building communities of common interest.
3. Specific Expertise
The following specific expertise is mandatory for the performance of tasks:
• Knowledge of EU programming within the Neighbourhood, Development and International
Cooperation Instrument (NDICI);
• Knowledge of identification, formulation, implementation and monitoring of programmes
funded under the NDICI Regional Multi-Annual Indicative Programmes for Sub-Saharan
Africa in the field of education, skills development, youth and culture;

• Knowledge of EU international partnerships and cooperation in EU partner countries
possibly through NDICI, EDF, DCI, etc.;
• Knowledge of AU-EU partnership in the field of education, skills development, youth and
culture, including on digital components in these fields;
• Knowledge of DG INTPA procedures, including procurement and financial procedures,
project cycle management;
• Knowledge of DG INTPA IT systems including OPSYS, CRIS, EVAL, ABAC, BPC is
considered as a strong asset.

5. Service Delivery
The services shall be performed remotely in Near-site location allowing to reach the Commission premises in Brussels within 2 hours.
Laptop will be provided by the Commission.
The external service provider may be requested to participate in the meetings with the Commission’s services in Brussels (and exceptionally in other locations).
