For out client EC we are looking for Business Analyst
1. DESCRIPTION OF THE TASKS
Following tasks will be performed by external service provider:
• Analysis of Business requirements: Analysis of the current Safety Gate IT system and support for its
proper operation and development;
• Compilation of needs identified by all stakeholders involved in Safety Gate for the enhancement of the
IT systems with regards to their compliance with the recently adopted General Product Safety
Regulation (GPSR). This should take account of the needs/suggestions from stakeholders and the
experience gathered by JUST/B4 and reflect the requirements of updated Safety Gate guidelines;
• Involvement in the treatment of notifications concerning motor vehicles and electrical equipment
submitted in the Safety Gate system by Member States, in order to gain a hands-on experience in
working with the Safety Gate IT system.
• Identification of business needs to define and propose, through a continuous and consistent approach,
concrete new features to modernise the architecture of the IT systems related to Safety Gate, respecting
timelines and milestones.
• Test and control of the existing and newly introduced functionalities of the Safety Gate IT system;
• Ensure liaising with the Safety Gate team and the IT project manager for requests for clarification and
confirmation.
2. KNOWLEDGE AND SKILLS
We are looking for an experienced and passion-driven person who will take initiatives and act
autonomously as appropriate. S/he must be able to work proactively, independently, enjoy taking some
responsibility, and find and propose creative solutions to problems.
Following skills and knowledge are required for the performance of the above listed tasks:
• Solid knowledge of information systems, in-depth knowledge of administrative business processes in
large organisations and a good knowledge of modelling and business analysis tools.
• Ability to give presentations, liaise and to communicate well – orally and in writing – with our many
stakeholders and report clearly and effectively.
• Good knowledge of project management standards and methodologies (e.g. PM², RUP@EC, Agile) as
well as knowledge of technical aspects (UML, BPMN).
• Excellent written and oral command of English, and any additional EU language, preferably DE, FR,
IT and ES, as these are the working languages permitted for use by Member States in the Safety Gate
system will be considered as an asset
3. Specific Expertise
Expertise as defined in the service requirements of ESP-DIGIT-TM II for the above-mentioned profile is
applicable.
Following specific expertise is mandatory for the performance of tasks:
• at least 5 years of specific expertise in customer relationship management practices1
• at least 5 years of specific expertise in customer relationship management tools and user support
management tools (e.g. SMT, Service Now, JIRA, etc.)
• at least 5 years of specific expertise in the management of user access and security
• at least 5 years of specific expertise in training and coaching, including on Information Systems
• at least 5 years of specific expertise in distance learning tools (e.g. Virtual classroom tools such as
Teams, WebEx) and e-learning authoring tools (e.g. Captivate, Snagit)
• at least 5 years of specific expertise in Information Systems communication
• at least 5 years of specific expertise in Information Systems testing (evolutive maintenance and nonregression testing)
• at least 5 years of specific expertise in business processes, workflows and document management
information systems
• at least 5 years of specific expertise in the use of Atlassian collaborative tools (e.g., Confluence and
Jira) and Microsoft Office
• at least 3 years of specific expertise in using tools to build stakeholder maps
• at least 3 years of specific expertise in using tools to build adoption dashboards and reports
4. Certification and Standards
No certificates & standards are required for the performance of tasks.
5. Service Delivery
The services shall be performed on Commission premises in Rue du Luxembourg 40, 1000 Brussels.
The remote service provision (home-working) may be exceptionally agreed for tasks not requiring
the presence onsite. Laptop will be provided by the Commission.
