For our client – agency at EC we are looking for Digital Delivery Project Manager
1. DESCRIPTION OF THE TASKS
In close collaboration with other Commission services and its customers, TAXUD-B2 builds and operates solutions in the areas of EU Customs Data Hub, Data Analytics, business agnostic IT platforms and CBAM.
CI reference – CBAM
• Management of CBAM Transition System software modules delivery, including release planning, release scope management, Requests-for-Change lifecycle management in Jira and transition to operations plan.
• Monitoring of delivery, testing & installation planning compliance by external contractors, under the supervision of the responsible official;
• Follow up all project life cycle phases (inception, business analysis, elaboration, construction, and transition and maintenance) up to the go-live of the software in production;
• Follow up related activities, in particular those of external contractors, and the interdependencies of the several contractors’ activities, to ensure end-to-end delivery of all activities in a timely manner, to assure the achievement of legal deadlines imposed by CBAM policy;
• Follow up functional testing activities by external contractors in SAT/CONF and conformance testing activities by NCAs and eventually any user acceptance testing from selected CBAM Registry end-users (CBAM Declarants, NCA, and EC User);
• Coordination of projects’ various stakeholders: DG TAXUD
• Enforce the delivery of the project(s) according to the agreed schedule, with the expected quality and with the resources provided;
• Contribute to technical design and/or validate technical design as proposed by the external contractor.
• Understand the business and technological aspects of the project, including risks & success factors.
• Collaborate with business analysts and CBAM architects as needed.
• Report on the project status (tasks progress, plan, actions, risks, issues, decisions, changes, etc.) within DG TAXUD;
• Pro-actively identify risks on project delivery and propose and implement mitigation measures.
• Escalate issues, in particular the ones with potential impacts on time or resources;
• Review and challenge the effort estimates for the services delivered by external parties
• Review CBAM technical documents (e.g. ACS, LDM, GUIS, etc.) delivered by external contractors;
• Acting as 3rd level of support for incidents reported after a release goes-live and follow-up of root cause analysis activities (e.g. organise and facilitate debug sessions with external contractors).
2. KNOWLEDGE AND SKILLS
Following skills and knowledge are required for the performance of the above listed tasks:
•Proven experience of software delivery project management activities;
•Proven experience of working under an outsourced software development model/environment;
•Proven experience of agile development and release scope management using Jira/Confluence tools and release planning;
•Proven experience of service transition coordination and acting as 3rd level of support for incidents.
•Proven experience with service transition activities and Service Management.
•Good understanding of key technologies and COTS used in the CBAM project (e.g. Kubernetes, Kafka, Camunda, MinIO, Springboot, Java, XML, etc.);
•Ability to operate within a dynamic environment with diverse stakeholders and multiple dependencies;
•Very good communication skills with technical and non-technical audiences;
•Experience of performing and/or supporting root-cause-analysis and resolution of incidents or any usability issues reported by web application end-users;
•Ability to participate in technical meetings and good communication skills;
•Ability to prioritise requests from stakeholders and manage their expectations;
3. Specific Expertise
•Experience of large scale digital distributed systems integration projects is an asset.
•Experience in the areas of CBAM and/or customs is an asset.
•Experience with Project Management tools and software lifecycle management (e.g Jira)
4. Certification and Standards
Certifications of Project Management (e.g. PM2, Prince2, PMP, etc.), Agile Development Methodology (e.g. Scrum) and Service Management (ITIL) will be considered as strong assets.
5. Service Delivery
• The services shall be performed remotely in Near-Site location allowing to reach the Commission
premises in Brussels within 2 hours.
Laptop will be provided by the Commission.
The external service provider may be requested to participate in the meetings with the Commission’s
services in Brussels (and exceptionally in other locations).
