For out client EC we are looking for Back-end Developer
1. DESCRIPTION OF THE TASKS
Following tasks will be performed by external service provider:
• Development of back-end website applications.
• Integration of user-facing elements developed by a front-end developer with server-side logic.
• Implement core business logic.
• Creation of servers and databases for functionality.
• Design and implementation of data storage solutions.
• Understanding and implementation of security and data protection.
• Optimization of the application for maximum speed and scalability.
• Design and develop APIs.
• Participating in the design and creation of scalable software.
• Taking lead on projects, as needed.
• Maintenance of code integrity and organisation.
• Writing clean, functional code on the back end .
• Compile and analyse data, processes, and codes to troubleshoot problems and identify areas for
improvement.
• Testing and fixing bugs or other coding issues
• Meet both technical and consumer needs.
• Write technical documentation
2. KNOWLEDGE AND SKILLS
Following knowledge are required for the performance of the above listed tasks:
• Proficiency with back-end languages and frameworks such as Java8+.
• Knowledge of front-end languages and frameworks such as JavaScript, TypeScript, HTML, CSS,
Angular is a plus.
• Proficiency with Java frameworks Spring, Spring Boot and Hibernate.
• Proficiency with RDBMS database technology such as Oracle.
• Proficiency with SOAP Webservices and REST APIs.
• Knowledge of messaging systems suck as JMS, Kafka and ActiveMQ
• Familiarity with NoSQL databases is a plus.
• Knowledge of code versioning tools such as Git.
• Knowledge of Continuous Integration & Deployment suites such as Bamboo.
• Knowledge of Java application server WebLogic covering configuring domains, deploying and
running applications on these servers.
• Knowledge of containerization technologies (e.g. Docker).
• Familiarity with container orchestration tools (e.g. Kubernetes) isa plus

Due to the particular nature of a large international organisation such as the European Commission,
candidates should also have the following non-technical skills:

• Experience in OpenID Connect integration.
• Experience in SSO.
• Experience in Cloud development with Amazon web services.
• Knowledge on API GW configuration with OAuth 2.
• Knowledge on Oracle WebLogic Server, Apache, Nginx.
• Knowledge on SSL/TLS Protocol configuration in applicationservers.
• Knowledge on reverse proxy configuration
• Experience in Kafka and JMS.
• Experience in Oracle DB.
• Experience with REST and SOAP services.
• Knowledge on CI/CD pipelines.
• Knowledge of development, building and deployment of micro services.
• Experience with tools for web services testing (SOAPUI, ReadyAPI, Postman)
A specific expertise is mandatory for all levels above 0.
The competence level will be tested during interview. In case the information about the competence level
filled in the CV are not true, this may lead to refusal of candidate.
Software expertise should not be rated automatically based on the duration of the experience; it should
rather be assessed by the candidate based on the following levels:
• 1=Theoretical: the candidate has some theoretical knowledge of the subject but no experience at all.
• 2=Basic: the candidate has limited or old experience and must deepen or refresh his knowledge
before being able to work.
• 3=Regular: the candidate has recent experience(s) with the subject and can start working
immediately; he has an average knowledge of the subject without being an expert.
• 4=Advanced: the candidate is working constantly on the subject and has a good knowledge of the
subject.
• 5=Expert: the candidate has an excellent/deep knowledge of the subject; s/he is considered as a real
expert or a reference in the domain.
Only experience in the IT domain of the profile can be taken into account in the score card

5. Service Delivery
• The services shall be performed remotely in Near-site location allowing to reach the Commission
premises in Brussels within 2 hours.
• Laptop will be provided by the Commission.
• The external service provider may be requested to participate in the meetings with the Commission’s
services in Brussels (and exceptionally in other locations).
