For out client EC we are looking for Business Analyst
1. DESCRIPTION OF THE TASKS
The following tasks will be performed by external service provider:
For the majority of the tasks described here below, the objectives consist of the production of detailed
business/use case analysis, business specifications, definition of test plans, test scenarios, execution of
functional and technical tests, production of test reports including test results and recommendations. The
objectives above will be achieved through the following contract tasks.
2.1. Task 1: Analysis of Business requirements, business process modeling.
The general purpose of task #1 is the analysis of business requirements related to IPT coming from the NSIs
regarding the definition, the detailed specification and implementation of full profiling features necessary to
perform efficiently and effectively their work, and the respective evolution of the application to this
direction. It also includes the modelling and the analysis of the business process in order to implement the
related process changes. Finally contribute in the transfer of all the necessary functionalities of IPT to EGR,
in order to be successfully rolled out in EGR.
The main existing tools/environments to be taken into account for this task are:
• The IPT application, the EGR applications family and eDamis;
• The relevant technical documentation including issues described in JIRA and documentation which
will be provided to the business analyst concerning the ongoing and future project activities.
• Any other useful documentation relevant to the subject matter, the IPT application and the technical
environment;
This task comprises:
• Identifying, organizing and carrying out meetings with the stakeholders to collect system
requirements and their rational, as well as to assess and optimize the process.
• Analyzing requirements for the top tier profiling and full profiling changes and the respective
implementation in IPT for as long as IPT is the official tool for the performance of these respective
tasks.
• Facilitating process workshops that involve eliciting process requirements and liaising with users.
• Provide input for the implementation of the necessary features of profiling in EGR.
• Review of existing documentation related to IPT, and JIRA tickets for process analysis and
optimization
• Transforming business requirements for process changes into business process model
specifications,
• updating the EGR/IPT documentation, assuring the consistent data flow in the systems
• Review of existing documentation related to EGR / IPT and JIRA tickets for collecting and
formulating requirements missing from the technical specification of the system.
Expected deliverables are:
• Preparation/updating of analysis documents, business requirements documents.
• Preparation/updating of specifications of business process models
• Update existing documentation
• Production of minutes
2.2. Task 2: Functional requirements and business case analysis
The general purpose of task #2 is to deliver functional requirements and business cases analysis for the IPT
related requirements to be implemented in the IPT application, related to full profiling and contribute by
providing input for the transfer of profiling features in the EGR.
The main existing tools/environments to be taken into account for this task are:
• The IPT application, the EGR applications family and eDamis;
• The relevant technical documentation including issues described in JIRA and related to the projects
and applications documentation;
• Any other useful documentation relevant to the subject matter, the IPT application and the technical
environment.
This task comprises:
• Analysing the requirements and processing them into specifications, preparing or updating user
stories and updating the IPT documentation, assuring the consistent data flow in the system as well
as when exchanging data with the EGR
• Assist in the mapping of test plan and requirements specifications
• Requirements Traceability Matrix definition
• Descriptions of data to be entered into the system
• Descriptions of operations performed by each screen
• Descriptions of workflows performed by the system
• Descriptions of system reports or other outputs
• Description of different roles within the system and their responsibilities
• How the system meets applicable regulation requirements;
Expected deliverables are:
• Preparation of specifications/user stories as per the agile methodology
• Update existing documentation
• Production of minutes
2.3. Task 3: Functional testing of the IPT implemented requirements related to the top tier
profiling and to full profiling.
The general purpose of task #3 is to provide functional testing of the IPT application in relation to further
evolution related to profiling.
Within the whole work programme, task #3 will focus on functional testing.
The main existing tools/environments to be taken into account for this task are:
• the IPT application/database;
• the relevant technical documentation;
• any other useful documentation relevant to the subject matter, IPT application/database and the
technical environment.
This task comprises:
• Functional testing;
• Support to user acceptance testing (UAT);
• Revising of final application release documentation (User Guide, Administrator Manual, Release
Notes, etc.);
• Recording of issues in CITnet JIRA and appropriate following up until resolution;
• Participation in kick-off, progress meetings with Eurostat staff and other contractors;
• Production of meeting minutes.
Expected deliverables are:
• The test plan, defining the test session;
• The test cases defining in detail which steps will be carried out, what will be the pre-requisites and
what are the expected result;
• The test scenarios, defining a series of test cases belonging logically together as they intend to test
the functioning of one or several functions;
• The execution of the test cases
• The defects, to be reported at test case level and to be presented in a defect list with a clear
description and containing all needed references;
• The defects recorded and followed up in CITnet JIRA;
• Assistance in the preparation of test data (this can be in the form of scripts for export of data from
existing IPT data base, scripts for scrambling data, scripts of IPT required changes in order to
update the top tier/event driven/lean profiling model or the full profiling model, scripts required for
implementation and etc.);
• Where appropriate support material must be generated to further detail the nature of a defect.
Support material can be videos showing the sequence of actions that lead to one or more defects or
documentation containing screenshots and further explanations. In both cases clear references
should be made to the defect number;
• Participation in kick-off, progress meetings with Eurostat staff and other stakeholders of the
project;
• Preparation of work plans;
• Production of minutes.
2. KNOWLEDGE AND SKILLS
Following skills and knowledge are required for the performance of the above listed tasks:
• Very good knowledge of SQL.
• Knowledge of the official statistical process, with focus on statistical business registers
• Expertise in IT business analysis, functional, integration, performance and security testing.
• Knowledge of the IPT application and the MNE profiling process is an asset, as a lot of time to learn
the specific business domain and applications is needed
• Ability to give business and technical presentations
• Ability to apply high quality standards
• Very good communication skills with technical and non-technical audiences
• Analysis and problem solving skills
• Capability to write clear and structured technical documents
• Ability to participate in technical meetings and good communication skills
3. Specific Expertise
Following specific expertise is mandatory for the performance of tasks:
• at least 10 years of specific expertise in Oracle /
• at least 5 years of specific expertise in business analysis
• at least 5 years of specific expertise in application support / testing in the field of official statistical
production.
4. Certification and Standards
Following certificates & standards are consider an asset for the performance of tasks:
• Certifications in Oracle/SQL
5. Service Delivery
The services shall be performed remotely in Near-site location allowing to reach the Commission premises in Brussels within 2 hours.
Laptop will be provided by the Commission.
The external service provider may be requested to participate in the meetings with the Commission’s services in Brussels (and exceptionally in other locations).
