For out client EC we are looking for Business Analyst
1. DESCRIPTION OF THE TASKS
The overall objective of this contract is to provide technical support to the BOP team for the
software (R, MDT) used in the balance of payments domain, as well as for management of the
documentation of the production process.
The purpose is to ensure that the identified causes for asymmetries in trade in goods and
services, primary income and foreign direct investments (BOP statistics), quasi-transit trade
and non-resident VAT traders are adequately followed.
The expected benefits are:
– Code optimisation with its respective time efficiency;
– Set up the production process using R, MDT;
– Documentation of the production process
The main existing tools/environments to be taken into account for this task are MDT, R.
This task comprises:
Several BOP processes for the treatment of trade in goods and services were developed and
run with MDT and/or R by the BOP team at Eurostat. These applications/scripts are to be
assessed and, if needed, optimised, in close cooperation with the BOP team.
Expected deliverables:
• IT support for the preparation of an analysis report capturing asymmetries in services;
• IT support for the BOP quality assessment cycle, in particular Annex II to the biennial
quality report;
• It support for analysis of asymmetries resulting from quasi-transit trade and nonresident VAT traders.
Task 2: MDT, R program analysis
The main existing tools/environments to be taken into account for this task are MDT, R.
This task comprises:
Analysis of the current MDT functions and R programs and their maintenance, in relation to
the statistical analysis.
Expected deliverable:
The development of necessary programs to carry the statistical analysis.
2. KNOWLEDGE AND SKILLS
The work will be carried out on a full-time basis.
The required profile is: “Business Analyst, Level 8 with specific expertise in MDT, R” with
the expertise described in the framework contract.
Above the generic knowledge and skills linked to the profile, knowledge and skills/expertise
in the following domains are important for the success of the project:
• Very good expertise in MDT and R and databases;
• Proven ability to discuss IT needs with users;

• Good statistical analysis skills.
Also required are:
• Extensive expertise of handling statistical data, preferably within a national or
international statistical organization;
• Standard Microsoft desktop tools.
The service provider will need to liaise closely with the BOP team in Eurostat.

5. Service Delivery
The tasks shall normally be performed in Eurostat’s premises. Subject to the agreement of the
Commission and of the Contractor, the service provider(s) might be authorised to perform
their services from remote locations different from the Commission’s premises. This is also
possible for the participation to meetings, at Eurostat’s request and with the Contractor’s
agreement.
