For out client EC we are looking for Business Analyst
1. DESCRIPTION OF THE TASKS
Following tasks will be performed by external service provider:
▪ Analysis of business requirements, from business processes to concrete use cases. Drafting
of the resulting functional and non-functional specifications.
▪ Data analysis and modelling.
▪ Contribution to and quality control of analyses or studies, related for example to the
possible use of artificial intelligence in the system.
▪ Documentation of Business requirements and specifications, documentation of the
resulting system.
▪ Analysis of the reuse in a specific business domain of a “corporate” information systems or
of software components designed for reuse: identification of functional and technical
overlaps, gap analysis, interoperability requirements, integration requirements.
▪ Pre-design of the system, high-level architecture, definition of interoperability features
(technical such as web services or semantic such as vocabularies or ontologies). Support to
detailed design and architecture.
▪ Ensure the alignment of the solution specifications and design with the EC IT governance,
strategy, and guidelines.
▪ Monitoring of the operations and maintenance of the system being scaled up.
▪ Coordination of various teams (contractors, business manager/system owner, analysts, and
architects in other project teams) and key stakeholders (e.g. Data Protection Coordinator),
in the Directorate General and outside.
▪ Contribution to project governance documentation, such as a “Project Charter”, “Vision
document”, “Project brief”.
▪ Risk analysis.
▪ Security analysis (business impact assessment, risk assessment, security plan)
▪ Analysis of data protection concerns, requirements, and obligations. Drafting of data
protection artefacts

Following skills and knowledge are required for the performance of the above listed tasks:

▪ Ability to understand, speak and write in English (level C1).
▪ High degree of discretion and integrity is required as the applications managed and
maintained in SANTE.R.4 contain personal and confidential data.
3. Specific Expertise
- Good knowledge of information systems matters, more particularly in the
context of service-oriented interoperable solutions. - Good knowledge of large organisation administrative business processes
- Good knowledge of analysis/modelling tools and techniques (use case diagram, state diagram, entity relationship model, interaction diagrams etc.).
- Good knowledge of BPMN or UML or equivalent.
- Good knowledge of wikis, collaborative sites and software project specific expertise in management tools such as Confluence, Jira, Sharepoint.
- Knowledge of software development methodologies (e.g. RUP, Agile)
- Knowledge of the processes involved in crisis management, early warning and alerts, if possible, in the public health domain

5. Service Delivery
- • The services shall be performed remotely in Near-site location allowing to reach the Commission
premises in Brussels within 2 hours.
• Laptop will be provided by the Commission.
• The external service provider may be requested to participate in the meetings with the Commission’s
services in Brussels (and exceptionally in other locations).
