For out client EC we are looking for Business Analyst
1. DESCRIPTION OF THE TASKS
The tasks to be performed include:
• Provide expertise for the IT strategy and the IS business architecture.
• Elaboration of functional and non-functional requirements and business case analysis.
• Perform business process analysis and business process modelling.
• Eliciting and specifying requirements with use cases.
• Draft and review use cases and other technical documents together with IT project staff to ensure
business requirements will be adequately implemented.
• Follow-up of tasks and provide quality assurance of implementation deliverables.
• Acts as a liaison between end users, technical analysts, information technology analysts, consultants
and other organisations in the analysis, design, configuration, testing and maintenance of IT systems
to ensure optimal operational performance.
• Work together with the users to perform functional requirements and business case analysis.
Negotiate with the users the functionalities to be delivered.
• Identify opportunities for improving business processes through information systems and/or nonsystem driver changes. Assists in the preparation of proposals to develop new systems and/or
operational changes.
• Assist with the production of user acceptance plans, business cases and project charters.
• Provide work direction to technical staff and acts as a team lead on designated projects or
assignments.
• Analysis of the integration of different information systems.
• Data analysis and data modelling.
• Participation in technical working groups, progress meetings and meetings with the users.
• Assistance during relevant parts of testing, analysis, technical documentation, deployment, evaluation
and reporting.
2. KNOWLEDGE AND SKILLS
Following skills and knowledge are required for the performance of the above listed tasks:
• In-depth knowledge of information systems matters and business processes analysis.
• Very good knowledge of software development processes.
• Good knowledge of Agile principles.
• Knowledge of BPM Standards (BPMN)
• Good knowledge of interoperability technology (Service Oriented Architecture, web services, messageoriented middleware).
• Capability to write clear and structured technical documents
• Very good critical and creative thinking skills.
• Very good analytical and problem-solving skills.
• Very good communication skills, written and oral.
• Ability to give business and technical presentations.
• Ability to apply high quality standards.
• Proactive, motivated, pragmatic, and diplomatic behaviour is required.
• Experience in writing reports and project management artefacts is an asset (e.g. Business Case, Project
Charters documents).
• Good understanding of the Commission business processes is an asset.
• Advanced skills in Microsoft Office applications, specifically Word, Excel, PowerPoint, Visio and
Outlook.
3. Specific Expertise
Following specific expertise is mandatory for the performance of tasks:
• Very good knowledge of, and experience with UML.
• Very good knowledge of, and experience in drafting functional / business use cases
• Good knowledge of, and experience with BPMN.
• Good knowledge of, and experience with modelling and analysis tools (e.g. Visio, Gliffy, Enterprise
Architect).
• Knowledge of, and experience with Atlassian Confluence and Atlassian JIRA
• Knowledge of, and experience with UI mockup tools (e.g. Balsamiq)
• Knowledge of, and experience with Agile / SCRUM
• Knowledge of relational database is an asset (e.g. MySQL, Oracle)
• Knowledge of, and experience with a project management methodology is an asset (e.g. PM², PMI,
Prince2)
• Knowledge of an Object-Oriented programming language is an asset (e.g. Java, Python)

5. Service Delivery
The services shall be performed remotely in Near-site location allowing to reach the Commission premises in Brussels within 2 hours.
Laptop will be provided by the Commission.
The external service provider may be requested to participate in the meetings with the Commission’s services in Brussels (and exceptionally in other locations).
