Freelance Opportunity: Business Analyst in support of Operational Reporting
Location: Near-site Warsaw (Poland)
1. DESCRIPTION OF THE TASKS
- Business and System Analysis for Digitalization of Operational Reporting Processes:
- Capture business goals and translate them into project objectives.
- Analyze opportunities and gaps.
- Elicit, document, and prioritize high-level and detailed business and system requirements for solutions.
- Ensure documentation aligns with standards, business needs, and Frontex guidelines (e.g., Project Initiation Request, Business Cases, Business Requirement document).
- Model and document Business Architecture including value chains, processes, roles, capabilities, and data.
- Perform stakeholder analysis.
- Construct and maintain complex process models, domain models, and user interface mock-ups.
- Run analytical workshops with stakeholders.
- Analyze existing solutions and tools to ensure interoperability and alignment.
- Present findings and recommendations to managerial and technical forums.
- Support IT Enabled Projects by creating user stories, managing requirements, supporting validation, verification, testing, and developing user guides and trainings.
- Develop or contribute to the development of policies and procedures.
- Document analytical findings.
- Coordinate analytical and test activities.
- Support in creating and verifying technical and test documentation.
- Support in performing tests, quality assurance, and change management.
- Report on activities.
- Business and System Analysis for Other OPS Portfolio Initiatives:
- Provide expertise for initiatives requiring OPS’s contribution or impacting the OPS Portfolio/Business Processes (e.g., Workforce Management System).
- Analyze available systems, identify options for potential solutions, and support preparation of business cases and feasibility studies.
- Contribute to systems design, testing, quality assurance, and change management.
- Design, validate, and test business processes for excellence and continuous improvement.
- Coach Frontex staff on upcoming changes and process improvements.
- Communicate project objectives, business cases, requirements, and scope to stakeholders.
- Quantitatively analyze business processes, performing cost-benefit and what-if analysis.
- Plan organizational change processes.
- Implement performance monitoring systems for business processes.
- Support business users in developing strategic and tactical plans.
- Support definition of transition roadmaps for business architecture.
2. Specific Expertise
- Has gone at least 1 time through the complete lifecycle of the software solution.
- Knowledge in business processes modelling using BPMN notation.
- Knowledge in requirements/user stories elicitation and analysis.
- Knows analysis/modelling notations like UML (capability diagram, activity diagram, state diagram, logical data model etc.).
- Is proficient in using modelling tools like Sparx Enterprise Architect, Aris Architect or others.
- Presents excellent analytical and communication skills.
- Holds ability to create and maintain analytical and project documentation effectively.
- Presents problem solving skills.
- Participated and has experience in the role of Business Analyst in a project aimed at value stream mapping, business processes improvement or redesign.
- Participated and has experience in the role of Business Analyst in a project aimed at analysis, design, implementation and deployment of ICT Solution that enabled (1) content production or (2) multi-level, hierarchical reporting.
- Expert in organisation and management of workshops, and has experience and knowledge how to prepare and conduct structured/unstructured interviews (incl. designing questionnaires).
- Has experience in preparing and conducting market studies/research.
3. Certification and Standards
- At least 2 certifications among:
- Certified Business Analysis Professional (CBAP) or equivalent.
- Certified UML Professional certificate at foundation level or BPM 2 fundamental level or equivalent.
- Other equivalent internationally recognized certifications (subject to acceptance by the Contracting Authority).
4. Service Delivery
Near-site. The Contracting Authority may request regular or ad hoc presence at their premises or other designated locations for up to 12 man-days per quarter. The requested presence shall have a minimum duration of 2 man-days per request. If the consultant’s country of residence is Poland, the requested regular or ad hoc presence shall have a minimum duration of 1 man-day per request.
