For out client EC we are looking for Expert in Information & Document Management
1. DESCRIPTION OF THE TASKS
Overall purpose: To provide appropriate information and document management support to
the EU Civil Protection Mechanism, in particular to ensure efficient functioning of its
Emergency Response Coordination Centre (ERCC):
- Participate in the duty system of the Emergency Response Coordination Centre (ERCC) as
ERCC Duty Officer. - Perform duty shift work in the ERCC and as needed support in normal office hours.
- Maintain a high level of situational awareness (e.g. making use of monitoring, early
warning and communication tools, use CECIS and other situational awareness tools,
manage the information flow to and from ERCC specialised informatic channels including
email, secure systems like CECIS, EWRS, ECURIE, dissemination of information
products, updates of the ERCC Portal, document management and archiving). - Facilitate coordination during emergencies (e.g. establish and maintain the common
operational picture, operational tasks to facilitate the deployment of capabilities and experts
under the UCPM). - Facilitate the transport of assistance to disaster areas (e.g. assist in handling transport
requests from Participating States, manage the information flow and notifications for
transport support). - Support the preparation and deployment of EUCP Teams to emergency areas including the
daily information flow and task management.

3. Specific Expertise
Job experience of at least 2 years in the safety, security and crisis management, civil protection,
emergency response and humanitarian aid field
Qualifier: an advantage having previous experience in working with specific crisis management
informatic systems at EU level, e.g. CECIS, ARGUS, EWRS, ECURIE
Transport and logistics
Following specific expertise is mandatory for the performance of tasks:
- IT tools for specific application areas
- IT tools for OFFICE AUTOMATION
- MS Office applications
4. Certification and Standards
Following certificates & standards are required for the performance of tasks.
- United Nations — Civil Military Coordination courses
- SAFE and BASE courses
- European Union Civil Protection Mechanism courses
5. Service Delivery
The services shall be performed on Commission premises in the in DG ECHO’s premises (Rue
de la Loi, 86 — 1000 Brussels — Belgium). The remote service provision (home-working) may be
exceptionally agreed for tasks not requiring the presence onsite. Laptop will be provided by the
Commission.
