For out client EC we are looking for IT Project Manager
1. DESCRIPTION OF THE TASKS
As most of the internal and external meetings are taking place in the remote environment, the project manager must be able to:
- Prepare materials and speaking points for on-line meetings and communicate clearly with the interlocutors.
- Manage the team in on-line environment, including regular oral checks with team members and IT Portfolio manager.
- Discuss policy topics and technical issues, depending on the meeting type.
- Work with IT Portfolio manager and Business Owner:
- Prepare and maintain project management documents according to PM2 methodology.
- Prepare Project Status Reports.
- Prepare and participate in meetings with business owner and project stakeholders.
- Estimate timescales, and resource requirements for the successful completion of each project to agreed terms of reference.
- Monitor timescales and resources used. Act where these deviate from agreed tolerances. Ensure that delivered systems are implemented within these criteria.
- Support IT Portfolio manager in fixed price contract management and monitoring.
Work with internal IT team:
- Provide effective leadership for the project team ensuring that team members are motivated and constantly developing their skills and experience.
- Help prioritising, planning, and monitoring the work of the internal IT team (in cooperation with IT Lead).
- Cooperate with internal IT Team Lead in defining the releases scope.
- Participate in the release planning meetings to propose requirements to be implemented.
- Support work of Business Analyst in regards of system requirements and testing plans.
- Take responsibility on updating project management and business requirements Confluence page.
- Work with outsourced IT team:
- Prioritise, plan, and monitor the work of the outsourced IT team.
- Participate in the release planning meetings to propose requirements to be implemented.
- Participate in functional working groups and progress meetings.
- Support work of Business Analyst in regards of system requirements and testing plans.
- Validate the deliverables in scope of requirements and project management documents and meeting minutes
2. KNOWLEDGE AND SKILLS
Following skills and knowledge are required for the performance of the above listed tasks:
- At least 10 years of specific expertise in project management standards and methodologies (Project Scheduling, Strategic Planning, Performance Tracking, requirements elicitation).
- At least 5 years of specific expertise in PM2
- At least 4 years of specific expertise in Agile methodology
- At least 6 years of specific expertise in Meeting Facilitation
- At least 8 years of specific expertise in reporting methods
- At least 8 years of specific expertise in knowing project management tools e.g. MS Project, Microsoft Excel
- At least 3 years of experience using Confluence and Jira
3. Specific Expertise
Following specific expertise is mandatory for the performance of tasks:
- Ability to give presentations.
- Ability to apply high quality standards to all tasks.
- Ability to participate in multi-lingual meetings, good communication skills.
- Capability of working in an international/multicultural environment, rapid self-starting capability and experience in working in a team, understanding the needs, objectives, and constraints of those in other disciplines and functions.
- Ability to adapt to unplanned changes or decisions.
- Risk assessment.
- Ability to understand, speak and write in English C2.

PRINCE2 Foundation or PM2
5. Service Delivery
• The services shall be performed in a hybrid mode – Brussels.
• Laptop will be provided by the Commission.
• The external service provider may be requested to participate in the meetings with the Commission’s
services in Brussels (and exceptionally in other locations).
