1. Nature of the main tasks
The following tasks will be performed by the external service provider, who will take the role of a TARIC
manager:
• Implementation of the European Union’s acquis in the field of tariffs, including those related to
agricultural, environmental, trade, and prohibitions & restrictions measures, in collaboration with other
Commission services, Member States (and partner countries) and update the TARIC under the
supervision of the Head of the TARIC Sector and of other statutory staff of the sector.
• Analysis of the customs aspects of EU legislation to assess if any TARIC data is required to implement
this legislation in the customs systems of the Member States.
• Creation and maintenance of the above-mentioned TARIC data.
More specifically, the consultant will assist DG TAXUD in the following tasks:
• Maintain regular contacts and exchanges of information with public and private sector bodies in the
Member States and other countries with which DG TAXUD has a professional and technical relationship
on issues relevant to the Unit.
• Liaise with Member States and associated countries to ensure coherence in the processing and
transmission of data relevant for the work of the Unit.
• Participate in the meetings of the Customs Expert Group – TARIC sub-section (CEG-TARIC).
• Prepare working papers for meetings and working parties.
• Support the Unit with linguistic revisions and manage translation requests.
• Reply to external requests for information relevant to the work of the Unit.
• Provide answers to external requests received in the functional mailbox of the TARIC: give information
about import duties, restrictions, classification of goods.
• Make extractions from the TARIC database: provide Excel files with data from the TARIC database such
as nomenclature, duties…
• Disseminate legislation, information and publications to EU and international external public or private
bodies, specialised in or using customs information.
• Ensure the flow of information and answers to European Institutions, Member States and the general
public.
• Reply to requests for information from the hierarchy and other services within the Commission.
• Support to transversal activities, produce documents, documents review, meetings minutes and quality
checks.

Following skills and knowledge are required for the performance of the above listed tasks:
• Very good communication skills with technical and non-technical audiences, in particular the ability
to adapt the information to the target audience.
• Capability to produce minutes, notes, reports, other business/technical documents in a structured way
and as related to the respective tasks.
• Strong organisational and coordination skills with many international stakeholders.
• Ability to present and to animate collective intelligence sessions, rapid self-starting capability and
ability to work autonomously and in small teams.
• Ability to deliver efficiently and fast.
• Ability to apply high quality standards.
• Analysis and problem-solving skills.
• Ability to learn quickly ad hoc Commission applications.
• Experience with making presentations in front of large audiences.
• Understanding of the political, legal and economic context in which EU policies operate.
• Experience in international/multicultural environment is an asset.

4. Specific Expertise
Following specific expertise is mandatory for the performance of tasks:
• Minimum 5 years’ experience in the field of customs, processes and data.
• Knowledge of relevant customs legal frameworks and policy instruments.
• Strong analytical and research skills, with the ability to synthesize complex information.
• Excellent writing and communication skills, with the ability to convey complex ideas clearly and
concisely.
• Familiarity with the EC and EU policy-making processes and institutions.
• Proficiency in Microsoft Office and other IT productivity tools.
• Fluency in English, both written and orally. Minimum of another official language of the European
Union
5. Service Delivery
The services shall be performed remotely at the Contractor’s Near-site location premises allowing to reach the Commission within 2 hours.
Equipment will be provided by the Commission.
