Background and Objectives:
This specific contract is concluded to provide services of consultant with profile Project Manager (PM) in support of HORIZONTAL Portfolio (HOREP). HORIZONTAL Portfolio (HOREP) is a collection of Projects and Products serving the Agency with IT Solutions such as Applications, Tools, Intranet, Extranet, for the automation of the business processes, ease of communication & collaboration of users. Main deployment platforms are SharePoint and Service Now. This portfolio is targeted to address business needs coming from various Clients Divisions (Business Clients): HR, Legal, ETIAS, Equipment, Logistics, Operations, etc.
Objectives:
– Provide project management services for current and future HORIZONTAL Portfolio Projects
– Support the HORIZONTAL Portfolio Manager
Tasks to be performed:
Task 1: Provide project management services to current and future Portfolio Projects (operating in Digital Projects Sector)
Management of small to medium size projects:
a. Management of project Teams (1-15 Experts)
b. Organizing work in scrums (supported by Azure DevOps, Service Now SPM Agile tools)
c. Managing internal stakeholders with the special focus on the Business Managers, Process Owners, and Management of the Portfolio
d. Taking responsibility for the full project cycle (initiation, planning, monitoring and controlling, executing, and closing)
e. Executing all project management processes up to the Clients standards set by PM2 methodology and internal Clients regulations, with focus on Cyber Sec, personal data privacy, risk and issue management, reporting
f. Plan and report on tasks
g. Taking responsibility for the number of the projects and initiatives at the same time
Task 2: Support the Portfolio Manager
Support the HORIZONTAL Portfolio Manager in Project management:
a. Contribute to Project documentation (time plan, Issues & Risk registers, stakeholder register, etc.) b. Contribute to Project progress reports
c. Contribute to planning of tasks, prioritization, and preparation of scrums
d. Contribute to resource and financial management (by raising up the current and future needs) e. Manage internal stakeholders (Business Managers, Process Owners)
f. Execute project management processes up to the Clients standards set by PM2 methodology and internal Clients regulations, with focus on Cyber Sec, personal data privacy, risk and issue management, reporting
Requirements
- Minimum education at the Level 7 (Essential)
- Minimum English language skills at the Level C1 (Essential)
- Minimum IT relevant professional experience of 5 years (Essential)
- Minimum experience relevant to the profile or at similar position of 3 years (Essential)
- At least 1 certification among:
PRINCE2 Practitioner or Project Management Professional (PMP)
• PM2 Agile
• or an equivalent certification recognized internationally (subject to acceptance as a valid credential by the Contracting Authority) (Essential) - Experience in leading at least 1 medium-large ICT project as a project manager (Nice to have)
- Knowledge and experience in applying of project management methodologies and methods (Nice to have)
- Knowledge and experience in applying Agile methodologies (Nice to have)
- Possesses a thorough understanding of IT and its application to business needs (Nice to have)
- Is conversant with current technologies and trends relevant to the project and the relevant Specific Contracts (Nice to have)
- Presents excellent communication skills, including the ability to produce high quality written material and presentations for a variety of audiences (Nice to have)
- Aligns his work easily to the changing environment, is able to work effectively in a variety of situations, seeks improvements and proactively looks to further improvements (Nice to have)

- Experienced in management of the projects using Microsoft technologies: SharePoint 2019, SharePoint Subscription Edition, SharePoint Online, Microsoft Power Automate, Power Apps, Dataverse. (Nice to have)
- Experienced in management of the projects using Service Now technologies: custom applications and standard Service Now modules: Enterprise Assets Management, Strategic Porfolio Management, Customer Service Management (in on-prem and cloud set-up) (Nice to have)
- Good knowledge of Cyber Security requirements, personal data privacy related functional and security requirements (Nice to have)
