Project Overview
Context
Purpose of the Assignment
The contract covers one NMOC Weather and EAD Data Expert providing operational expertise in:
- processing and analysis of weather forecast and observation data
- monitoring and analysis of EAD services and data quality
- supporting operational decision-making through data engineering and visualization
The objective is to ensure continuity of NMOC data architecture and reporting capabilities, including SQL/Python processing, Azure/Cloudera environments, and Power BI reporting.
Optional / Advantageous Skills
- Experience with EU/public sector environments
- Knowledge of tools (e.g., Jira, Confluence, BPMN tools)
- Exposure to cloud or information systems transformation projects

Tasks and Responsibilities (Non-exhaustive)
The operational expert shall perform the following tasks:
Weather & ATM Data
- Processing and visualization of weather forecast and observation data
- Support to NMOC weather desk with tools integrating ATFM and weather data
EAD Data & Operations
- Processing and visualization of EAD data
- Support to EAD operations for:
- data quality assessment
- client management
- quarterly external reporting
Reporting & Analysis
- Development of tools and reports
- Meeting material support to NMOC
- Reporting and operational improvement proposals
Expertise & Support
- Provide subject matter expertise
- Perform data analysis (data science/statistics-based)

- Required Profile
4.1 Educational Requirements (Mandatory)
- University and master’s degree or equivalent in:
- Air Traffic Management
- Computer Science
- Data Science
- Mathematics
- Engineering
- Aerodynamics
- or a relevant field qualifying for programming, data analysis and visualisation
- Thorough command of oral and written English
4.2 Technical / Professional Qualifications (Mandatory)
The candidate shall demonstrate:
- Minimum 18 months experience in:
- air traffic control OR
- support to operations environment
- Hands-on experience with:
- weather forecast and observation data for aviation use
- Ability to:
- draft technical documents (with supporting evidence)
- Strong technical skills:
- SQL
- Python
- Power BI
- with aviation data experience
4.3 Desirable Requirements
- Experience with Microsoft Office (Excel, PowerPoint)
- Ability to produce structured reports and presentations
