Senior ICT Project Manager

Role Overview
We are looking for an experienced ICT Project Manager to lead and deliver complex technology projects in an international, highly regulated environment. You will manage end to end ICT initiatives covering software development, COTS implementations, infrastructure deployments, cloud solutions, system upgrades, and integrations with external vendors. You will operate with a high degree of autonomy, while aligning closely with programme leadership, PMO, business stakeholders, and technical teams.
Key Responsibilities
Project Delivery & Governance
• Lead one or more ICT projects using agile, waterfall, or hybrid methodologies
• Ensure project delivery within agreed scope, timelines, budget, and quality
• Establish and maintain robust project governance, including steering bodies, checkpoints, and reporting
• Chair project meetings, prepare agendas, minutes, and follow-up actions
Planning & Control
• Develop, maintain, and continuously update project plans, Gantt charts, and schedules
• Track progress, risks, issues, dependencies, and resource consumption
• Proactively manage risks and issues, define mitigation actions, and escalate when required
Stakeholder & Vendor Management
• Act as the primary interface between business, ICT teams, and external suppliers
• Coordinate internal and external stakeholders across multicultural and cross-functional teams
• Supervise suppliers’ delivery in line with contractual obligations
Reporting & Communication
• Provide regular, clear status updates and reports to ICT management and governance bodies
• Present complex project information confidently in English to senior stakeholders
• Maintain accurate documentation within the project management tooling
Financial & Resource Management
• Monitor project budgets and resource allocation
• Support corrective actions in case of deviations, working closely with PMO and budget holders
• Support annual demand planning, effort estimation, and resource forecasting
Compliance & Quality
• Ensure projects comply with security, data protection, and regulatory requirements
• Work in accordance with internal project management standards and PMO guidance
Required Experience & Qualifications
Experience
• 9+ years of professional experience in ICT Project Management
• Proven delivery of end to end ICT projects, including:
o COTS deployments
o Cloud solutions
o Infrastructure or connectivity projects
o System integration with external providers
• Experience managing cross-functional, multicultural teams in international environments
• At least 5 years working in an international and/or highly regulated environment
• Strong experience presenting project plans, progress, and outcomes in English
• Hands-on experience with project management tools (e.g. MS Project)
Education
• University degree (Bachelor’s or Master’s level) aligned with seniority requirements
Certifications (mandatory)
• Recognised Project Management certification, such as:
o PRINCE2 Practitioner
o PMI PMP
o PM²
o or equivalent
Skills & Competencies
• Excellent project planning, estimation, and forecasting skills
• Strong stakeholder management and communication abilities
• Structured, pragmatic, and delivery-focused mindset
• Ability to work autonomously while aligning with programme-level direction
• High attention to governance, documentation, and reporting standards
Desirable:
• Experience with public-sector or EU institutional environments
• Knowledge of public IT procurement and contract management
• Experience with incremental software integration and infrastructure projects
Language Requirements
• English: C1 level or higher (working proficiency)
