Senior ICT Project Manager – The Hague
Long term contract
Responsibilities:
As an ICT Project Manager, you will be responsible for leading a variety of ICT implementation projects, ensuring they are delivered efficiently and in alignment with agency security, data protection policies, and organizational priorities. You will work in agile, waterfall, or hybrid environments, managing projects from business analysis and requirements gathering through to technical design, development, testing, deployment, and organizational change management.
Key Responsibilities
- Lead and take responsibility for a series of ICT projects, adhering to Agency’s project management standards, with a focus on integrating internal and external services.
- Provide regular status updates to Agency’s ICT management, ensuring timely and accurate reporting.
- Cultivate and maintain strong working relationships with internal Agency stakeholders, staff members, and external vendors.
- Facilitate project meetings, including scheduling, minute taking, and distribution.
- Support all project dimensions as required, following Agency’s guidelines.
- Strengthen project governance by coaching, conducting checkpoints, and facilitating decision-making, keeping stakeholders informed at all times.
- Ensure all project management documentation, including realistic plans and Gantt charts, are maintained and up-to-date in the project management system.
- Manage the implementation of information systems to meet business needs within agreed cost, timescale, and quality parameters.
- Facilitate the production and approval of project deliverables, ensuring quality and adherence to the project implementation plan.
- Track and monitor project implementation against scope, budget, and resource allocation.
- Proactively identify, manage, and escalate dependencies, issues, and risks, developing and implementing mitigation strategies.
- Support budget and resource monitoring for projects, assisting in correcting deviations through financial procedures or resource management processes.
- Communicate and interact with relevant internal stakeholders for project implementation and progress reporting.
- Monitor the delivery of products and services by external suppliers, resolving any related issues or risks.
- Facilitate cost, timescale, and resource estimations for yearly demand cycles.
Language
- Mandatory: Working knowledge of English (B2 or higher).
Professional Experience
- Mandatory: A minimum of 9 years of experience in Project Management.
- Mandatory: Managed a minimum of 5 end-to-end projects involving commercial-off-the-shelf (COTS) software deployments, incremental software delivery, ICT infrastructure deployment, and/or service integration with external parties.
- Mandatory: A minimum of 5 years of experience working in an international environment and/or EU institutions or bodies.
- Mandatory: A minimum of 5 years of experience working in a highly regulated public/government environment.
- Mandatory: A minimum of 5 years of experience using standard project management tools such as MS Project.
- Desirable: Delivered at least 1 Identity and Access Management (IAM) Project end-to-end (from project initiation to go-live).
Professional Knowledge
- Mandatory: Good knowledge of planning and estimation techniques.
- Mandatory: Good knowledge of MS Office, including PowerPoint for timelines and schedule visuals.
- Mandatory: Certification: PM Certification such as PRINCE2, PMP, or PM2 (intermediate level at least, not Foundation).
- Mandatory: Good knowledge of a structured approach to incremental software integration projects, particularly with system integrations (e.g., service integration with a third-party service provider or enterprise service bus integration with internal and external services).
- Desirable: Good knowledge of Public IT procurement, (EU) tendering processes, and contract management throughout project lifecycles.
- Desirable: Good knowledge of Identity and Access Management technologies.
- Desirable: Good knowledge of infrastructure technologies, i.e., (virtual) infrastructure, containers, connectivity, and environments.
Service delivery:
The services shall be performed Hybrid / On site The Hague
