Project Background
The assignment is part of a specific contract under the Frontex framework for IT development services, supporting the Technical Equipment Mission Report (TEMR) project.
The role focuses on SharePoint-based software development, contributing to enterprise-level information systems within Frontex. The engagement is structured under a time-and-means contract with defined service volumes and renewal options.
Key Responsibilities
- Design and develop software systems
- Lead development activities and technical teams
- Translating business and technical requirements into system design
- Optimize software for performance, security, and quality
- Produce technical documentation
- Estimate development effort and timelines
- Define and enforce software development standards
- Proposing technical solutions to business and technical challenges
- Collect and interpret software metrics
- Manage configuration, releases, and deployments
- Contribute to analysis, testing, QA, and change management
- Develop and execute testing tools and procedures
- Create prototypes of solutions
- Provide 2nd and 3rd line support
Required Profile & Qualifications
Education & Experience
- Minimum EQF Level 6 (Bachelor’s or equivalent) in ICT-related field
- Minimum 4 years of relevant IT professional experience
- At least 2 years of relevant project experience
- At least one internationally recognized software development certification (intermediate level or equivalent)
- Proven experience working across the full software development lifecycle
- Ability to design enterprise-level systems and architecture
- Experience working in Scrum environments
- Strong documentation and problem-solving skills
Technical Knowledge
Mandatory
- Minimum 2 years experience in full-stack SharePoint development/support (custom solutions, workflows, features, SDK, timer jobs)
- Microsoft .NET / .NET Core development
- Microsoft SQL Server and T-SQL
- Azure DevOps pipelines
- Web services, REST API, HTTP API
- Front-end technologies: HTML, CSS (responsive design), JavaScript, TypeScript, React
Desirable:
- UML design and modelling
- Experience developing multi-layered architecture (data, business logic, UI)
- Team leadership experience in technical environments
Engagement Terms
- Freelance-based engagement under a Framework Contract
- Full-time assignment (40 hours/week)
- Initial allocation of 220 man-days over 12 months
- Possibility of extensions
