For out client EC we are looking for System Admin
1. DESCRIPTION OF THE TASKS
General Tasks
• Administration of DG-specific infrastructures, systems and services, such as file and printservices, RDS service, DG-specific systems and software and hosted applications.
• 2nd level support.
• Installation and configuration of system components and server software, including patch
management.
• Operating and monitoring of infrastructure, systems, servers.
• Configuration management tasks & procedures.
• Incident management, Change enablement, Request fulfilment, Problem management:
definition, analysis and resolution.
• Preliminary diagnosis of software and hardware problems, also in co-ordination with the

central IT departments.
• Advise in areas such as capacity management, contingency planning, IT service continuity
management, automation of repetitive tasks, security.
• Coordinate with hosting services.
• Coordinate with database management teams.
• Scripting & configurations in context of systems & infrastructure.
• Handling of backups and restore operations of systems & infrastructure.
• Participate in defining and documenting configuration of systems & infrastructure.
• Participate in defining and documenting operational procedures.
• Participate in architectural design/reviews.
• Draft technical content for knowledge base for use of upstream support teams.
• Evaluation and implementation of security standards.
• Security administration and monitoring, in adherence to the security rules imposed by the
Commission’s central security service (complemented by local rules where needed); under
supervision of the LISO (Local Information Security Officer).
• Participation in coordination and project meetings.
Specific Tasks
• Administration of DG-specific infrastructures, systems and services

• Incident handling and problem handling: preliminary diagnosis of software problems,
coordination with the central IT departments (for hosting, DB management, etc.) and with
the external IT system provider
• Scripting and configurations of systems, servers and DBs
• Handling of backups and restore operations of systems and DBs
• Defining and documenting configuration, operations and technical procedures of systems,
servers and DBs
• Participate in architectural design/reviews with the external IT system provider
• Security administration and monitoring, applying the security rules of the Commission
central security service, complemented by DG local rules.
• Advise in areas such as capacity management, contingency planning, IT service continuity
management, automation of repetitive tasks, security
• Participation in coordination and project meetings
• Second level support (user support and technical support for technical issues)
2. KNOWLEDGE AND SKILLS
General Knowledge and Skills
• Ability to participate in multi-lingual meetings, ease of communication.
• Capability of integration in an international/multi-cultural environment, rapid self-starting
capability and experience in working in team.
• Able to cope with the fast-changing technologies.
• Able to cope with the needs of multi-language deployments.
Specific Knowledge and Skills
• Expert knowledge and extensive experience of the Windows and Linux (or Unix) operating
system in the versions used in the Commission (Windows server 2019, Red Hat Enterprise
Linux Server 7.9 Maipo – note that these versions may change)
• Extensive experience with Linux Shell Script and Python
• Experience with Windows Power Shell
• Experience with task scheduling under Windows, Windows event debugging, IIS
installation and management
• Extensive experience with complex XML and XSD
• Expert knowledge and extensive experience of Microsoft SQL Server (SQL server 15.0 –
note that this version may change)
• Expert knowledge and extensive experience of database and software development
technologies like backup/restore, tuning the DB (analysing execution plans and propose
optimisation changes) and complex SQL queries
• Nice to have : experience with DynaTrace, Splunk, Talend (ETL), Jira, BitBucket (Git)
• Capability of integration in an international/multi-cultural environment, rapid self-starting
capability and experience in working in agile team
• Ability to participate in multi-lingual meetings, ease of communication
• Experience with the EC funds management would be an asset
3. Specific Expertise
Following specific expertise is mandatory for the performance of tasks:
• Excellent knowledge of (at least) one of the operating systems in the versions used in the
Commission (Windows/Unix/Linux)
• Capability of integration in an international/multicultural environment, rapid self-starting
capability and experience in working in team.
• Ability to participate in multilingual meetings.
• Ability to work in multi-cultural environment, on multiple large projects.
• Excellent Team Player.
• Ability to understand, speak and write English at C1 or C2 level is a must.
• Ability to understand, speak and write French at C1 or C2 level is an advantage.
• High degree of discretion and integrity is required as the applications managed and
maintained in EMPL A4 contain personal and confidential data.
4. Certification and Standards
• ITIL® Certification (optional)
5. Service Delivery
The services shall be performed remotely in Near-site location allowing to reach the
Commission premises in Brussels within 2 hours.
The external service provider will be required to work with the whole team 5 days per month in
the EMPL offices in Brussels, as per Framework contract conditions.
Laptop will be provided by the Commission.
The external service provider may be requested to participate in the meetings with the
Commission’s services in Brussels (and exceptionally in other locations).
The external service provider must be quickly security clearable due to the urgency of the
project. The external service provider will have to deal with sensitive information, EU
Classified Information (EUCI) and data.
Due to the sensitive nature of the project, we will not be able to consider non-EU candidates.
